In order for the agreement reached to be an indestructible moral agreement that expresses the demands of the political conscience of the Greek people, the Government delegation thus wanted to proclaim the firm wish of the Greek people to develop a free and normal political life, the main characteristic of which would be to respect the political conscience of the citizens. Peaceful explanations and the dissemination of political ideas and respect for the freedoms proclaimed by the Atlantic Charter42 and the decisions taken in Tehran43, accepted in the consciousness of the free people who aspire to these freedoms. Not all EAM members approved the agreement between the parties and the government-in-exile; and there was a clash between ELAS units, on the one hand, and the military police, supported by British troops present in Greece. This low act marked the beginning of England`s involvement in Greece`s internal affairs. Shortly after its defeat in Dekemvriana, the Communist Party approved the Varkiza Peace Agreement. In that document, the nine articles attempted to achieve lasting peace between the two sides. Although short-lived, the agreement resulted in a ceasefire. The agreement contained nine articles on the basis of which civil liberties, including freedom of the press and trade unions, were granted an expanded general amnesty, with the exception of common law offences against life and property, while the government pledged to clean up the civil service, gendarmerie, security police and police. EAM/ELAS is committed to releasing its prisoners and disarming their armed sections. The Government shall clean up public service personnel, civil servants of public enterprises, civil servants of local administrations and other services dependent on the State or paid by the State, through committees or councils to be established by a special law. The criteria taken into account in the cleansing are either professional competence, character and personality, collaboration with the enemy, or the use of the official as an instrument of dictatorship. Officials of the above-mentioned services who joined the resistance forces during the occupation will return to their posts and will be treated in the same way as other civil servants. The above-mentioned Councils shall also examine the cases of officials who participated in or collaborated in the events which took place between 3 December 1944 and the date of signature of this Agreement.
Those who are deemed to be concerned may be made available to the State in accordance with the measures of the law. The final ordinance concerning these officials is decided by the government resulting from the elections to the Constituent Assembly. [Page 113] Officials who have already been transferred as a result of decisions taken by ministers are subject to the above-mentioned decision of the Council. No civil servant is dismissed solely for his political opinion. On February 12, 1945, the peace agreement was signed by Varkiza. It was an agreement that institutionally ended the political and military struggles of December 1944 and aimed to reconcile the country`s opposing blocs. Martial law is levied immediately after the signing of this agreement. At the same time as this remedy will enter into force a constitutional law which, in all respects, is in conformity with Constitutional Law No. 24, the suspension of the constitutional articles referred to in Law 24 being authorized. The Varkiza Pact also contained articles to ”cleanse” Greece of communist officials.
These include articles 7 and 8, which focused on civilian and security personnel. Articles 4 and 5 are typical of peace agreements. Article 4 dismissed prisoners of war on both sides of the justice system.
